I've seen a similar screen on V4R4 and older after an abnormal IPL being shown in the course of a manual IPL.
Yes, they both provide the same capabilities, one during IPL and the other after.

You may also want to review EDTRCYAP, which provides a way to give the system an access paths recovery time objective, so that it can, under the cover and using a transparent way, journalize access paths. Of course, that means a small CPU and disk IO penalty, as always with journaling. But this is often the case with data integrity and recovery speed requirements.
