I would just bundle the IBM Semeru runtimes with ACS and stop caring about what Java, if any, the machine has installed. That way you can update ACS very easily, and the JRE at the same time without having to check for any other app compatibility.

Thanks for mentioning Semeru. I don't know how I totally missed this being an option.
