The label was there if the system value was set to not start writers. There is a goto in there somewhere. The CHGVAR is merely there to stop a compiler error, with out referring to the variable, it’ll kick out a level 10 error (although still compile the program)

Now, clearly the label "NOWTRS" means "no writers," not "Now TRS-80." But then, we have a RETURN, right before a CHGVAR that appears to be equivalent to a NO-OP.

Seems kind of pointless.
