There was a 7.4 enhancement to allow you to stay in restricted state when doing a GO SAVE 21, 22, or 23.

No, although there might be options now that will do that. Retrieve the code program and modify it to end they way you want it to, or just write your own. It’s well documented. It’s been quite some time since I’ve used that option, normally using BRMS to do it.
