Is anyone actually doing this currently ?
Yes. I wrote a utility for it. Our HTML to PDF transformers run
continuously as a set of IBM i servers that receive requests to transform
HTML stream files to PDF documents, which are stored in the IFS. Our
applications generate hundreds of reports this way. Our HTML files
reference a CSS file for our standard colors, font sizes, etc.
I'm working on a contract out of state today. But you could email me for
