So IMHO, you have to review the VTL setup.

There may be something to that. Our consultant set that up. I may have to drill through it as a second pair of eyes.
I hope this will be solved at the VTL setup side. Because, before my
retirement, I remember that we had similar issues with an old IBM
ProtecTIER in a similar environement as yours, with two VTLs. Everything
was properly setup on all sides but one of the two VTL never went up.
Strange enough, as a result of moving the LPAR to another server with an
LPM operation, we recovered the second VTL (without loosing the first
one of course). Moving back the LPAR to the original server did not
break the configuration. It happened with several LPARs. Same level of
VIOS, same level of server's firmware, same level of VTLs software, same
level of SAN directors software. Strange, isn'it?
Unfortunately, we could not open any case as the VTLs software was no
longer supported and the VIOS were running v2 level, as all this
hardware was in the process to be replaced. Another story to help moving
forward with you about keeping up-to-date :-)
