Through SST, if you look at the 6B25 IOA detail, what is its status? Using F11 key, you should see more information about SAN setup.

If I remember fine, IOA "Not connected" status means that there is no mapping within the VIOS.

If the status is connected, with F11 key, you can see the number of FC targets. If there is no target, it means that there is no zoning in place on the SAN. If there are targets, the target machine was not set up to accept the IOA login.
