Here's the rub though Jim. If you want to use SQL etc in CL IBM has pretty much said that's not going to happen, ever. So you either have to:
- Not use any of the capabilities of SQL.
- Code to cumbersome APIs.
- Call other languages to do tasks.
- Adopt some other language as your admin language.

I would argue that any admin who is loathe to learn a new language is not going to bang out API's in CL.
