Seems like I had a similar issue trying to use QSYS2_HTTP_GET in SQL on PUB400.COM. Holger finally fixed it by making sure I had authority to the certificate store and then it turned out some certificate also needed renewing. Not sure exactly what he did, but I *might* be able to track down the correspondence.
