This was the result of our cloud vendor (skytap) not offering 5770WDS as
noted below and instead offering us a per user/per year Rational on the PC
(Eclipse, etc) which we don't use.
Hopefully they will be able to offer us what we need.

5770WDS option 5103 is the application development toolset. Which is PDM, SEU, SDA, etc
We're licensed for 80. Not that there's a snowball's chance ... we'll ever hit that.
