I'd say the main problem is that no one has a DRDA provider to use for this - I'm not sure even about IBM. They have .Net and ODBC and JDBC stuff in the Access Client Solutions Application Package.

DRDA is like ODBC, you need an application that uses the DRDA functions to work with data remotely. Microsoft used to have a DRDA provider, so did Oracle - but nothing more that I know of. And you do NOT want the consultants to write one.

They can connect directly with ODBC or .Net or JDBC - easy-peasy! But why not use REST APIs? Azure uses them all the time.
