The INLMNU(menuname) attribute of a *USRPRF is not really "mandatory" but is only the initial or first menu shown.

Perhaps you are talking about LMTCPB(*YES)?  

I created a user profile with LMTCPB(*YES) and I am not able to execute any commands via FTP QUOTE RCMD etc.  

Just saying ...
