A menu, when the user has LMTCPB(*NO), is not a "mandatory menu". It is quite easy to put QCMD in the initial program prompt and completely bypass that initial menu.
One reason why the general population here is
CRTUSRPRF ... INLPGM(MYLIB/MYPGM) INLMNU(*SIGNOFF) LMTCPB(*YES)

And defaulting to menu MAIN is very hazardous, unless you don't mind the users drilling down to your list of files with the ability to delete at will (albeit without the proper object authority in place). Menu USER is a lot better. But it's not the default on CRTUSRPRF.

Perhaps by "mandatory menu" one might mean the menu generated by the MYLIB/MYPGM example above.
