What other attributes of the PF are you trying to change? If it is only CHGPF with the source file and member, as shown, is this an attempt to do the equivalent of SQL ALTER TABLE using DDS and CHGPF?  If so, and the file is large, this may take a significant amount of time to complete that operation... and the job will need an exclusive lock for the duration ... :-/

So, this is probably something that needs to be planned and scheduled for "off-hours."

Also, how many LFs are over that PF?

Changing an existing file is never trivial -- there are many considerations.
