Respin = Resave.

Back in the days of physical media you used to see a revision letter on the I_BASE disc like the P letter shown at

If you look carefully at that list you can see there was a PTF mentioned which came out between where you are now and what is currently available which could cause upgrade havoc. Another reason why people recommend installing a resave if you are way behind on PTF's.
Some people call this "slipping the lic" or "slip install".
If you've ever gotten a "link loader failure" when putting on a shipload of PTF's you were down to doing this function.
If you do this you should put on the latest cume and groups right away also.
