Upgrading Domino may still be an option. It just might be the easiest option. Migrating it from IBM i to Windows may be an option too. It's not too hard to add another domino server to the domain. Then set up replication between the two. Once you have that working you can replicate the databases to the other server and start the upgrade.
But using this difficulty as the motivator to migrate your email to an alternative is an option too.

Judging by some of your past posts on frustration with IBM i 7.1 not having any currently supported ciphers I suspect the customers you have still running 7.1 fall into the "Unless you find some (and there are) that don't use SSL/TLS or you use some sort of proxy in house." category.
