I did try the https// and it is saying " This site can't provide a secure connection"
Someone mentioned an older version on IE. I will try that.

I suspect your issue is http:. Try https: instead.
Newer versions of the OS have reverted to http: since many people don't get around to disposing of self signed certificates and newer browsers give you no end of grief if you use self signed certificates.
Since you're using 7.1 it probably is still using https

Like I said I've done this for years and was always able to get in the browser. Problem was always installing the cert.
