You clarified that generating XML data models via RPG programs, which may entail complex hierarchical structures is the main part that programmers play in your scenario. It also seems obvious that your Java daemon must be a generic utility that merges FreeMarker templates with XML data models, and generates reports/documents from the merger. It appears that users who design FreeMarker templates must understand associated XML data models, and programmers who generate XML data models probably understand at least the essential elements in associated FreeMarker templates.

Your ERP system provides the overall framework for users to run reports.
