A few days ago, I posted a lengthy explanation about the inner workings with FTP. Understanding FTP and SSL inner workings from that text should help you in resolving the issue. Also, you need to know if your client behaves up to protocol specifications.
As a general rule, I'd opt to abandon FTP and use scp/sftp instead, and not bother with all the problems arising from trying to use FTP/SSL.
