Can anyone recommend an FTP client (that allows FTP commands) for Windows

The AUTH command is used to initialize a secure connection to the
connected FTP server. If you require SSL then the AUTH must be issues
before you can logon. This is a client issue. You may be able to adjust
your client configuration.
