ACS is free, but the terminal emulation and a couple of other parts are licensed with LPP 5770XW1

Geared for supported OS so some of the older server part may not work quite right on older systems, but much it will without too much issue.

RDi is licensed but not horribly priced, and well worth it if you do any real development. There’s an older version called WSCDI that is part of the license for the compiler if you can find a copy, although it’s a windows only program.
