Seems like PGMA and/or PGMSB need better error handling to ensure they can
clean up...

But having said that, there's no problem that can't be solved by another
layer of indirection right?

So...
Instead of PGMA calling PGMB (which does the ALCOBJ)

Have PGMA, call PGMC, which then calls PGMB.

PGMC would be an RPGLE program that makes use of ON-EXIT to call DLCOBJ.

Usually a good idea to keep the ALCOBJ and DLCOBJ together in the same
program.
AFAIK, Activation Groups do not "buy" you anything in this regard, as the
locks are normally scoped to the *JOB.
Threads just further complicates the whole picture.
