While I'm not sure about the reason for this particular backup, no everything with it is fine. You asked why '/QIBM' directories are still being backed up. Simple, you have not omitted them. So change the command to read:

SAV DEV('qsys.lib/qtemp.lib/sav_ifs.file')
OBJ(('/*') (qsys.lib *OMIT) ('/qdls' *OMIT) ('/qsr' *OMIT)
('/qtcptmm' *OMIT) ('/ptf' *OMIT) ('/cum' *OMIT)
('/qibm' *OMIT))
SAVACT(*YES)
SAVACTOPT(*ALWCKPWRT)
DTACPR(*HIGH)
ASYNCBRING(*YES)

Note I added the omit for the /qibm directories and added ASYNCBRING (makes it much faster)
