I think I know what your concern is.
However...
There is little that QSECOFR can do that another user with the same levels cannot do. So are you planning on limiting all access from anyone with *SECADM to only the system console? If said console needs replaced how would you activate a *SECADM level person to deal with enabling these users and fixing them?

I could go on and on but let me try to help you instead. Ok?

You might want to change this before entering a restricted state mode for OS upgrades, etc. :-)
