See Larry's comments. Apart from that, some food for arguments: Apart from a locked QSYSOPR, QCONSOLE IMO faces the same security measures as a 5250 session. I don't see a point in handling console access differently. And why worry about additional security when Windows comes into play as a console device, anyway?

Whoever came up with this requirement has probably a very outdated view of security still being a physical thing only. The world has advanced a lot since the 1980's, and "we've done this for decades, so why change" usually leads to a lot of head-shaking from experienced people.
