Let's say this did work. If I had an item in part_master and I changed OBSOLETE from null to 'O' what should happen?
1 - Stop the change if there are children.
2 - Delete all existing children (CASCADE)
Read the help on DLTRULE and UPDRULE on ADDPFCST.
But basically I think your concern is correct and I agree that you will probably have to use a trigger.
What you are looking at is quite a common situation. Many ERP packages have such a column. Normally called "active record code" or some such thing.
