Usually it’s QPGMR. That’s set up in the prestart job in QCTL that runs the startup job.

Rather than mess with that stuff, doable but not something I recommend, instead have the start up job submit another job with a user profile that has the needed authority. It can run in QCTL if you need it to. Just use that job queue in the submit job command.
