I guess it's NOT a batch job (it does show as ASJ in the Type column of the WRKACTJOB display, rather than BCH). I put the BCHTIMLMT parameter onto the ENDSBS *ALL command and got this...

  evoked, prestart, multiple requester terminal, or Advanced 36 server jobs.
  ENDSBS *ALL is not allowed from a job that allows multiple threads.

So NOW it says this command can not be in an autostart job. That is not documented in the ENDSBS command definition.
I guess I have to change the autostart job to just submit the call to the Power Handler, rather than just call it.
