There are three suggested methods to get the QMGTOOLS library if the library does not exist on the IBM i system.
Method 1 - Installation of QMGTOOLS via PTF order
Method 2 - Other methods to obtain QMGTOOLS
Of course no method 3 is listed.

However if you take method 2 you will see another document stating:
There are 3 methods listed in this document:
Method 1 - Update with the "Check IBM for update QMGTOOLS" options
Method 2 - Update or install QMGTOOLS using iDoctor
Method 3 - Manually update or install from the IBM public FTP site

One might think that combining these gives you 4 options.
