I didn't see any configuration in iACS for setting the CSSID, and if I upload a text file, it's also marked with ID 850. This seems to be a restriction of iACS and I'd say that iACS isn't probably the right tool for the job — in case of what the OP wants to achieve.

FYI, If I remember fine, sftp server on an IBM i system, assigns also 850 to the CCSID attribute when it receives files.
