I guess you could define your own UDF for "local" time.

Select local_time(mytimecolumn))...
May imply there are some local things it checks. For example, what subnet was this query running from? It would also assume that the timezone of the source (mytimecolumn).

Select local_time(mytimecolumn, mytimecolumnTZ)...
May imply there are some local things it checks for the target timezone but you have told it the source time zone.

Select local_time(mytimecolumn, mytimecolumnTZ, TargetTZ)...
Leaves no assumptions.
