This may be different than what others are used to but the general reason for a resave is to ensure that you can boot up a new lpar and/or system from media. For example, if you have old media and you go to boot up the latest P9, and that requires that ptf MF##### is on or it just won't boot, then you really cannot boot up from the old media and install the PTF later.
It is NOT so that you can periodically get a whole new set of media with all the latest ptf's applied as of a particular instance in time.
