I would seriously look at an unmodified startup program IBM would supply in a new lpar. The order of which subsystems start when may have drastically changed since "way back when". Some tcp stuff used to be AJE's in certain subsystems but got moved over the decades.
Keep in mind that ENDSBS *ALL hasn't been the acceptable way to shut down tcp since back on AS/400's. In can corrupt things, especially TELNET serving. <sarcasm>Which may not be a big thing if you have no green screen applications left </sarcasm>. So I'm guessing that other ways of starting tcp are out there too.
