I am sure your suspicions against OpenSource are unfounded, given the heritage and time frame OS/400 is coming from. IBM was a first on many things. Also see Scott’s comment.

Sometimes companies have enforced this length to have common usernames across all platforms being used. My personal opinion is, that it’s also easier for users to log in, because they’re not required to type their sometimes very long full name.

While (parts of) early UNIXes AFAIR had a limitation to 8 characters, this is not an issue at least for Linux for many years now. I can dig up details if interested (but this isn’t resolving your issue).
