What this basically says is IDC if you have *ALLOBJ or not. If you aren't the one who created the file in this directory you will not be able to delete or rename this file.
IBM used to do this with /tmp in a halfa.. way of emulating other open systems. They started it with a certain release and would automatically change it upon IPL. And, as you suspect, programs which pass off processing to other users, especially host print transform, would puke and gag. Due to the large volume of torches and pitchforks and the angry mob bearing them IBM PTF'd the change back out.
