I know this is about a week old, but I wanted to clarify something.

*RSTRDRNMUNL doesn't impact a user with *ALLOBJ authority. Renames and unlinks are only allowed if... (quoting from help text):
"... cannot be renamed or unlinked from it unless one or more of
the following are true for the user performing the operation:
1. The user is the owner of the object.
2. The user is the owner of the directory.
3. The user has all object (*ALLOBJ) special authority."

So with *ALLOBJ you can always rename, delete or do whatever on anything on IBM i. Is that what you're saying they PTF'd back out?

What this basically says is IDC if you have *ALLOBJ or not. If you aren't the
one who created the file in this directory you will not be able to delete or
rename this file.
IBM used to do this with /tmp in a halfa.. way of emulating other open
systems. They started it with a certain release and would automatically
change it upon IPL. And, as you suspect, programs which pass off processing
to other users, especially host print transform, would puke and gag. Due to
the large volume of torches and pitchforks and the angry mob bearing them
IBM PTF'd the change back out.
