I'm not in front of my laptop at the moment, so I won't be abe to give you much info
We use a vendor software for restoring from our production to our development system
When it fails, we use save and restore
And manual copy restore into the files on development

The reason is, when this process fails, we manually copy the files from
the production system to our development system and manually copy replace
the data into our development files

If you disable constraints. You can add any data!!! If you enable the
contraints again, you have invalid data and the row goes to check pending.
May be you should check the data to be inserted first!

I have just come across that myself
It looks like I can *DISABLE the constraints before the refresh and then
*ENABLE the constraints after the refresh Just need to know what happens if
the file has no constraints when I attempt to try each command on such a
file
