I don't think that would happen
The reason is, when this process fails, we manually copy the files from the production system to our development system and manually copy replace the data into our development files
I am just trying to automate the process

If you disable constraints. You can add any data!!! If you enable the
contraints again, you have invalid data and the row goes to check pending.
May be you should check the data to be inserted first!

I have just come across that myself
It looks like I can *DISABLE the constraints before the refresh and then
*ENABLE the constraints after the refresh Just need to know what happens if
the file has no constraints when I attempt to try each command on such a
file
