After a ptf IPL I have some things I always check:
DSPSYSVAL QABNORMSW. If that is 1, IPL again.
DSPIPLA, if the keylock is not in the *NORMAL position, change that and IPL again.
WRKPTFGRP If any are Not Applied, then check the above two commands and try another IPL.
DSPPTF, if you don't see IPL source : ##MACH#B then resolve that and IPL again.
DSPPTF, if you see several as Not Applied then resolve that and IPL again.
