"Exactly" might be tough to nail down. But it was several releases ago. IBM had a PTF you could install to have it work the old way.
For a sample of the new way start out with
WRKOBJLCK OBJ(MYUSRPRF) OBJTYPE(*USRPRF)
Find a "system" type job such as these: QSQSRVR, QZDASOINIT, QZRCSRVS
Then pick one and run WRKACTJOB JOB(QZRCSRVS)
Even though the job user is always QUSER the column here will say
Current
Subsystem/Job User
QZRCSRVS ROB
And if you do a 5 on that job you will see this
Job: QZRCSRVS User: QUSER Number: 386413
Installing the toggle switch PTF will use job user instead of current user on the list display.

I just read something on mcpressonline.com about
You may remember that the User field on the Work with Active Jobs
display was changed several releases ago to display the Current user
rather than the Job user. This was done to help eliminate confusion
over which user was running the job.
When exactly did this happen?
I know it was sometime *after* I developed the two-stage spawning
profile for our WINTOUCH and THINVIEW products, because that two-stage
spawn was developed specifically so that child-server jobs would always
run, and show up in WRKACTJOB, under the user who signed on.
