its been a while since I used Ops Console, but it's not my recollection
that it attached to a "normal" line description.
You don't provide any information regarding what version of OS you are on
or what client you are using to access Ops Console.
I would recommend the Access Client Solution as I found it to be a bit more
useful especially if there was a problem.
You also don't describe when or how the problem is occurring - have you
IPL'ed and it still didn't come up ? Did you have a console while the IPL
was running but it failed afterwards ?

The "Line description" for Ops console is visible in DST IIRC so you might
need to reset it there.

You could look and see if DSP01 or whatever the console is called has
failed and try varying off the device description or deleting it and
letting it be recreated when you start the console session.
