Correct - F11 is the equivalent. He just didn't equate F10 - Step in the green screen to F11 - Step Over in the ACS Debugger. I think IBM just shortened the description on the f-key display at the bottom due to space reasons. F22 says Step Into, but F10 just says Step. However if you look at the help for the function keys, it explicitly says that F10 is Step Over.
F10=Step
Puts the program being displayed into step-over mode. After one
statement of the program runs, the Display Module Source display
is shown. To step through more than one statement, type in the
step command with a value entered for the statement count
parameter.

That debugger is pretty much the same as the debugger in RDi. Roger, you
should be seeing a Debug menu, the step stuff might be there, and it
would have the F-keys to use for each. There should also be icons on the
toolbar, if you hover over them, I think they give you the shortcuts.
RDi has, in the Help menu, an item called "Cheat sheets" - click on that
and you'll get a dialog with an IBM i item, open it, and you will see
one for debugging - what you learn there is likely to be just as useful
for the ACS debugger.
