I do run other subsystems, but not for IBM system jobs, only for user jobs.

If by chance you had configured the host server jobs (specifically remote command server, database server, file server, and the DDM/DRDA server) to run in a different subsystem and the subsystem is not started, this is what will happen. I learned the hard way :)

Did you try a different browser?
Firefox. It all works fine on another LPAR. Something on this LPAR has
gotting gefoozled. Not sure what.
