OK an update here. Managed to get the IT department to install WinSCP for
me on my Windows 10 machine. Tried a download from a Power server running
IBMi 7.1 and killed it part way. Then tried to download the file again and
WinSCP said there was a remnant already and did I want to resume or
overwrite. I said resume and then it produced an error message saying the
host didn't understand the command or something like that. Spoke to
colleagues and they said possibly I wasn't actually talking to the native
FTP server in IBMi but to Control-M which is running on the server for job
management etc. I presume the native FTP server in IBMi would support the
commands to restart at a later point?

VERY Reliable ftp. From the manual:

"Every operation in lftp is reliable, that is any non-fatal error is
handled properly and the operation is repeated. So if downloading
breaks, it will be restarted from the point automat ically. Even if
FTP
server does not support the REST command, lftp will try to retrieve
the file from the very beginning until the file is transferred
completely."
