Today I have someone else in my department seeing this behavior on one out
of three LPARs.

Her sessions were configured to use plain telnet. After switching to SSL
she got a sign-on screen and was able to sign on. All users should have
been switched to SSL long ago. Oddly she also has Mocha on her PC,
configured to use plain telnet. It can connect and display a sign-on screen
via plain telnet.
