As Larry pointed out, from the DST you need to continue the IPL immediately
after forcing the change to the QSECOFR password, you cannot restart the
process or the change will be lost.

Based on the way the message was written we both suspect the system was
restarted after the password change.

dimly that the system console login-even-if-profile-is-disabled only works
when the IPL mode is set to manual via Panel. Maybe you even don't need to
re-ipl but just set the panel to manual mode and try again via terminal.
