Interesting.  On the v7r3 box I'm currently on it's a stream file:

 Directory  . . . . :   /QOpenSys/usr/lib/nls/loc

 Type options, press Enter.
   2=Edit   3=Copy   4=Remove   5=Display   7=Ren
   11=Change current directory ...

 Opt   Object link            Type     Attribute
       en_US                  STMF
