PASE, and likely Java, uses the AIX equivalent for "locales" ...  look here:

    /QOpenSys/usr/lib/nls/loc  

In that directory, you will find, for example:
    en_US                STMF

Perhaps those are somehow "missing" or ended up with *PUBLIC *EXCLUDE?  :-o
