The Local /QSYS.LIB/EN_US.LOCAL does exist.

Jobs QP0ZSPWT and QJVAEXEC are throwing this error in the joblog at sev 40. All from the same user which is a generic *PGMR class that does not sign on. It's used only for running batch tasks.
