I think the "FW update and upgrade strategies" section on http://www14.software.ibm.com/webapp/set2/sas/f/power5cm/home.html#termdefs (the top link on your page) answers my question. That stops at POWER8, but I assume the doc means Version_Level when it says "Release Level".

The latest PTF for VL910 is MH01812, and updating should be relatively painless. The doc says that upgrading to a new Version_Level is disruptive. Unfortunately it doesn't elaborate as to what "disruptive" means.
